  • 1 tablespoon vanilla extract
  • 1 ½ cups old-fashioned whole-rolled oats not quick cook or instant
  • 1 cup all-purpose flour
  • pinch salt optional and to taste
  • 1 cup semi-sweet chocolate chips for batter
  • ½ of one 14-ounce can sweetened condensed milk just eyeball it
  • about 1/3 cup semi-sweet chocolate chips for sprinkling

Method
 

  1. Preheat your oven to 350 degrees F. Line an 8-by-8-inch baking pan with aluminum foil and spray it with cooking spray.
  2. In a large, microwave-safe bowl, melt the butter—this usually takes about 1 minute on high power.
  3. Wait a moment before adding the egg to prevent scrambling. Whisk together the egg, brown sugar, and vanilla extract until smooth.
  4. Gently fold in the oats and flour until just combined, being careful not to overmix.
  5. Turn about three-quarters of the batter into the prepared pan, smoothing it down with a spatula.
  6. In another medium microwave-safe bowl, combine 1 cup of chocolate chips with the sweetened condensed milk. Heat on high until the chips melt, around 45 to 60 seconds.
  7. Pour the chocolate mixture over the crust, smoothing the top lightly with a spatula.
  8. Crumble the remaining batter over the chocolate layer and smooth it together with a spatula.
  9. Bake for about 25 minutes, watching closely.
  10. Once baked, sprinkle more chocolate chips on top while they're warm.
  11. Let cool for at least 1 hour before slicing and serving.
