- Preheat your oven to 350 degrees F. Line an 8-by-8-inch baking pan with aluminum foil and spray it with cooking spray.
- In a large, microwave-safe bowl, melt the butter—this usually takes about 1 minute on high power.
- Wait a moment before adding the egg to prevent scrambling. Whisk together the egg, brown sugar, and vanilla extract until smooth.
- Gently fold in the oats and flour until just combined, being careful not to overmix.
- Turn about three-quarters of the batter into the prepared pan, smoothing it down with a spatula.
- In another medium microwave-safe bowl, combine 1 cup of chocolate chips with the sweetened condensed milk. Heat on high until the chips melt, around 45 to 60 seconds.
- Pour the chocolate mixture over the crust, smoothing the top lightly with a spatula.
- Crumble the remaining batter over the chocolate layer and smooth it together with a spatula.
- Bake for about 25 minutes, watching closely.
- Once baked, sprinkle more chocolate chips on top while they're warm.
- Let cool for at least 1 hour before slicing and serving.
